Anchorpoint Financial, the Hong Kong stablecoin issuer owned by Standard Chartered Bank (Hong Kong), HKT and Animoca Brands, signed a memorandum of understanding with the Solana Foundation on October 30 to enable native minting and redemption of HKDAP on Solana. HKDAP is a Hong Kong dollar stablecoin with each token pegged one-to-one to the currency. It has run only on Ethereum since a restricted beta opened in August, and the agreement sets no date for the Solana launch, per Crypto News Flash.

What Was Announced

  • Native issuance on Solana. Anchorpoint plans to support direct minting and redemption of HKDAP on Solana, aimed at retail payments and tokenized-asset trading. It is Anchorpoint's first collaboration with a public blockchain foundation.
  • Retail comes later. HKDAP and products built on it would reach users through corporate partners and consumer apps. Retail access remains a later phase. Redemption would still run through authorized distributors such as HashKey Exchange, OSL and Standard Chartered Hong Kong.
  • A program tie-in. The Solana Foundation is joining Anchorpoint's Tokenised Money Adoption Programme as a strategic partner. The programme launched in September with PwC Hong Kong as its first strategic partner.
  • A Hong Kong presence. The foundation recently joined Hong Kong's OASES programme and plans to set up a local presence in the city.

The Licence and the Numbers

Anchorpoint holds licence FRS01 and is one of Hong Kong's first two licensed stablecoin issuers, with its licence from the Hong Kong Monetary Authority issued in April 2026, according to Crypto News Flash and CoinGape. Crypto News Flash puts HKDAP's supply above 103 million tokens. The Solana Foundation says about $4.9 billion in tokenized real-world assets sits on its network across more than 835,000 holders, which is consistent with RWA.xyz's $4.86 billion distributed figure for Solana on October 26 (RWA by the Numbers). None of those holders uses HKDAP today.

Why It Matters

Hong Kong's regulated stablecoin regime is moving from licences to distribution. A bank-backed, licensed local-currency token on a high-throughput public chain is a different proposition from dollar stablecoins, and it fits Hong Kong's position among the world's RWA hubs (Global RWA Hubs by Country). The caveats are the usual ones for an MOU: no launch date, retail access later, and redemption still routed through authorized intermediaries.
