The week of October 7–19 delivered three years' worth of institutional tokenization news compressed into ten days. DTCC detailed its October launch. Wells Fargo announced fall tokenized deposits. TOKEN2049 put Jenny Johnson, Adena Friedman, and Nikhil Sharma on the same main stage. Securitize put 12 US stocks on Solana with real shareholder rights. The October 20 Regulation Crypto Assets comment deadline falls tomorrow.
Correction and update — October 23, 2026
An earlier version of this edition (and its first story) said the DTCC Tokenization Service was already live in commercial production with BlackRock, Goldman Sachs and JPMorgan operating, and framed the whole $114 trillion custody pool as the scope. DTCC's October 16 update says commercial access opens at the end of October, with 25 securities and an eligible pool of about $30 trillion; those firms took part in the July 15 limited production trades. Story 1 and the numbers box have been corrected.

DTCC Opens Its Tokenization Service This Month — 25 Securities on Canton and Besu
DTCC's October 16 update says commercial access to its Tokenization Service opens at the end of October. The initial launch covers 25 securities — select Russell 1000 stocks, select ETFs and selected Treasuries — drawn from an eligible pool of roughly $30 trillion, about a quarter of the $114 trillion DTC holds in custody. It runs on the Canton Network and DTCC's private Hyperledger Besu network; Stellar and Circle's Arc are planned for 2027. Tokens mirror DTC-held securities one-to-one, convert during a 2 a.m.–6 p.m. ET window and transfer 24/7 between DTC-registered wallets. The July 15 production trades involved 30+ firms; DTCC has not, in the reporting we reviewed, listed who will use the service at launch.

TOKEN2049 Singapore: Jenny Johnson Called Rival Funds 'Digital Twins'
The full TOKEN2049 week (Oct 6-9) produced the most concentrated institutional RWA activity the industry has seen. Jenny Johnson's most significant statement: many rival tokenized funds are 'digital twins' — digital copies that use blockchain as a reporting layer while the real infrastructure stays traditional. BENJI reached $2.60B AUM. TOKEN2049 Institutional (250 leaders, Oct 8) included Zoltan Pozsar, Goldman Sachs, Morgan Stanley. TOKEN2049 announced expansion to New York, June 16-17, 2027.

Securitize: 12 US Stocks on Solana, Real Shareholder Rights
Apple, Nvidia, Tesla, Microsoft, and 8 more US stocks are now on Solana as tokens backed by actual shares — dividends, voting rights, and legal ownership included. Trades settle in USDC via Securitize's registered broker-dealer. NYSE and OKXICE listings planned. This is the owned-asset model, not the synthetic price-tracking model that offshore products use.

Cerebras Blocked OKXICE — The First Issuer to Use the 30-Day Opt-Out
AI chipmaker Cerebras Systems exercised the 30-day issuer opt-out built into the SEC's TSV Innovation Exemption, blocking OKXICE from listing its tokenized stock. First company to use the mechanism. OKXICE cannot list Cerebras stock. The question now: how many issuers follow?

XRPL Adds Limited-Permission Accounts for Banks and Tokenized Funds
XRP Ledger added limited-permission accounts — a hot/cold key solution for institutional operators. Sub-accounts can have narrow permissions (approve customers, process payments) while custody keys stay cold. Directly addresses the operational security bottleneck for institutional RWA programs.

What's Ahead: October 20
Tomorrow, October 20, is the SEC's comment deadline for Regulation Crypto Assets — the proposed comprehensive digital asset regulatory framework. With a two-member commission (Atkins and Uyeda), what happens after the comment period closes depends on whether the two commissioners agree on a path forward. A 1-1 split stalls finalization. The comment record will be public and will shape both SEC action and any future Congressional hearing on digital asset legislation.
Following that: US midterm elections on November 4. Stand With Crypto has endorsed 32 CLARITY-voting House incumbents and is running get-out-the-vote operations in Ohio and Pennsylvania. The 120th Congress's composition determines whether a statutory digital asset framework gets another run.
