The July 15 production pilot worked. October is when tokenized securities become a standard option for every DTC participant bank and broker-dealer — not a pilot, not a special arrangement. Asset scope expands to all 1,000 Russell 1000 constituents, major global index ETFs, and benchmark Treasury maturities. Settlement on Hyperledger Besu or Canton Network. The $114 trillion in DTC custody does not move on-chain on day one. On August 6, Tether deployed its Hadron tokenization platform in Saudi Arabia for institutional real estate — partnering with First Data as issuer and BKN301 for banking/compliance. This is the third leg of a strategy: USDT ($184.6B) as the settlement layer, XAUT ($2.6B tokenized gold) as the commodity store of value, and Hadron as the tokenization infrastructure backbone for institutional partners globally. Robinhood tokenized 190+ US stocks in 120+ countries — not for its 35 million American users. Ondo USDY earns 4.5% for global investors — not US persons. The regulatory architecture: Regulation S excludes US persons from most offshore tokenized offerings; Regulation D limits domestic access to accredited investors (roughly 12% of US households). The CLARITY Act, with a September 15 procedural vote, is a prerequisite for fixing this — but not the fix itself. The category that conferences ignore and marketing departments skip is producing the best returns in the sector. The drivers: early-stage pricing discovery, thin liquidity creating outsized moves, and genuine appreciation in underlying private markets. The risks: valuation opacity, thin secondary markets, manager dependency. Senate returns September 14. September 15 is the procedural vote on the motion to proceed — not final passage. Three disputes remain unresolved: the ethics provision, the stablecoin yield loophole, and DeFi/illicit finance treatment. ~14 working days before midterm campaign season ends the realistic window. The DTCC October launch does not depend on CLARITY — the December 2025 SEC No-Action Letter is sufficient legal basis. What to Watch
September 14 — Senate returns from recess.
September 15 — CLARITY Act procedural vote on the motion to proceed. If this fails, 2026 passage is effectively over. If it passes, ~14 working days remain to resolve three unresolved disputes.
October 2026 — DTCC full commercial launch. Every DTC participant can elect tokenized record-keeping. All Russell 1000 stocks, major ETFs, benchmark Treasuries eligible.
January 18, 2027 — GENIUS Act effective date. Bank stablecoin products targeting this launch window.
Q1 2027 — UK Digital Gilt expected through HSBC Orion and BoE Digital Securities Sandbox.
